Minutes April 16, 2007

1)   CALL TO ORDER-7:05pm by President Ira Weiss

In attendance were Jim Barrett, Anna Ford, Rick Holt, Peg Mahler, Brett Navin, Pat Navin, Mitch Overton, Peggy Portier, Jerry Raney, and Larry Smith.

 

2)   APPROVAL OF April minutes by J. Barrett and seconded by P. Portier

 

3)   REPORTS             

                                                                                                                                                                                              

a)    President’s report-Once again Ira has gone over the top attending meetings incl.-Indianapolis Cultural Trails, an RTC meeting w/ Rhonda, several MORPC events and meetings, Earth Day at Alley Park, and a Safe Routes to Schools meeting at ODOT.

b)    Treasurer's report-We have $4881.00 in checking and $1368.00 with the Fairfield Foundation-Approved by P. Portier and seconded by J. Raney.

c)     Grant Report- See specific trail reports

 

 4)   OLD BUSINESS

 

a)    Lancaster Trail Update- Terre passed info to Ira that there will be LPD patrols on the trail due to use by 4 wheelers and the occasional car.  There will also be bollards placed at strategic locations to discourage this.  There has been a steady increase of use on the trail.  Jeff Vandervoort reported that the city is working on an easement thru property adjacent to the stream that borders the E. Main St. shopping center so we can get the trail across the stream.                                                                                

b)    Amanda Trail Update- Dave Fey has signed the documents required to be responsible for the Midwest portion of the trail and this has been delivered back to Midwest for final approval.  There is still a need to meet with Mr. Marshall who owns the feed mill next to Midwest to get his approval.

c)     Midwest Fabricating- see above

d)    Bremen Update-No report

e)    Pickerington Trails Update- There is support from the mayor of Canal Winchester to work with Pickerington in the Long Road upgrade for connectivity to both communities included in the Diley Rd. project

f)    Interurban Update- Terre is making progress with the developers of the Ety Road projects to create an easement thru that area that would help us get out to the remains of the Interurban.

g)    Creating signage and educational opportunities on the Lancaster Trail and fundraising for those items, including covered bridge commemorative plaque –B. Williams to compare the 2 options for the signs along the trail- this is still pending; also we need to find out if GRANT money can be used to buy signs and other safety items needed, i.e. striping of bike lanes on blind corners, etc.

h)    Thank-you notes for contributors and people who have worked on the trail- Terre to get list to us.

i)       Using ODNR canal land in addition to or in place of former RR right-of-way-no report

j)      Working with the Boy Scouts – possible trail adoption – Hike is pending June 2nd at 9:00am.

k)    Increasing Fairfield County parks funding with increased impact fees from new builds- I. Weiss to take the lead on this.

l)       Changing county subdivision regulations to help create trails in and between subdivisions

m)   Bylaws review – changes for proxy voting and others- J. Vandervoort to present language to include   these additions-this is still pending

n)    Other old business

 

 5)   Report out and discussions on action plan items

a)    FHTA rides – Rick presented list and we made some adjustments.  This calendar will be posted on the web site, sent to local bike shops, and posted in the kiosk at the trail head at Forest Rose.

b)    County map/vision- an ongoing project

c)     Safe Routes to School – Update from potential applicant sites and upcoming meetings-There is much competition for the funds- $23,000,000 in requests and only $3,000,000 available.

d)    Phone tree and meeting signs-Raneys to help with this-

e)    Healthy and Smart Development report on final meeting coming- This has run its course and will be re-upped as needed in the future.

f)     Dues and memberships -There are currently 9 paid members

g)    Trail cleanups-P. Mahler reported that the clean-up is to take place on April 18th at 3:00pm at the LHS parking lot.  All were invited to help.

h)    Future Fox Trail cleanups-Larry Smith will handle this section.

 

6)   NEW BUSINESS

 a) Earth Day Table April 21st to be manned by Ira and anyone else who can make it.  Terre to provide handouts of the map and other available materials.

 b) Initiate Safe Routes to School Program using Lancaster and Pickerington trails under development.  Meetings scheduled about this program upcoming are 4-27-07 at ODOT and 5-01-07 at MORPC

 c)  2007 priorities

  1.  Continue to develop other partnerships, i.e. Health Department.

  2.  Work with municipalities to develop ways for cyclists and pedestrians to access our  trails

  3. Work with Commissioners to increase funding for County Parks Department – setting up future meeting with Brooks Davis

  4. Get EMS involved with trail

  5. Put trail on county road map when it is reprinted

  6. Get involved with visitors and convention bureau

  1.  Other new business

     Following a motion by Rick Holt and seconded by Larry Smith the group agreed to hold the next meeting on the path so we could determine where safety issues may exist, determine needed signage and JUST HAVE FUN!!!  This has a time Change to 6:00pm and the meeting place is in the Forest Rose parking lot.
